If I join a call such as an armed robbery or GTA, I cant arrest the suspect.? I either have to call backup and they will arrest the suspect (ONLY when there's a red blip) or more commonly I have to knock out the suspect and wait for EMS, hope they revive the suspect, then hold E to stop the revived suspect and carry on with the scene? (I'm running the Vanilla LSPDFR 4.0.1 because I don't know how to install the mods without WinRAR. 

 

Another problem is that I cannot initiate traffic stops even though my binding sayings left shift? Can I pull over ANY VEHICLE or only specific ones? Even the random blips that are red cannot be initiated on unless its a civ on foot?

While being in pursuit mode, I sometimes have that bug, too. Maybe try to go off and on duty again.

Pretty simple. Open the LSPDFR manual (you can do that without WINRAR), drag and drop all files in there in your gta folder.

This is how you initiate a traffic stop. You drive close behind a vehicle, press Shift, then on the minimap is a big red point. Then you turn on your siren with E. You can also do that the other way round. Then the car pulls over.

You can pull over nearly every vehicle. Only cop cars do not work.

If you see a random red blip, you can follow that vehicle and after a while a white bar is filling up. After that, the pursuit starts automatically.
