The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yes, it crashed on the loading screen but that was probably one time thing... but the game still crashes when playing... after 15-20 minutes.

Game crashes typically don't show anything useful in the Rage log.  Sometimes the game randomly crashes, but if you are experiencing consistent crashes, then it's typically due to something being broken in your mods folder.  You can rename your mods folder to _mods to disable it, then see if your game is still crashing.  If your game is still crashing with the mods folder disabled, you should verify your game files.
