Well, there might be a solution. 

But we have to narrow down the issue before be make a solution.

Does the game crash on startup without RAGE?

Okay well since the game doesn't load without RAGE it is definitely a game issue. Could you confirm that all the changes you make in OPENIV are in the mods folder?

I have installed all on mods.

Sorry if I'm repeating myself but even with the mods folder disabled it still crashes?

Nice, i fix it, but i have added new callouts, and it crashes, i have looking, and maybe is Cheep Callouts or Chill Callouts

Here are some things I noticed:

 

• Copper Callouts is out of date - remove it
• LSPDFR1033 is very out of date - remove it
• Update Super Callouts
• Update Terracall
• Update Variety Callouts

Again, I think it's an random crash, but I'm gonna make sure, you can confirm it. RagePluginHook.log

Looks like it! LSPDFR looks fine but your GTA just crashed. If you find this happens a lot I would try lowering your graphics settings!

Oh, I think Your Right, Because I have installed and new Graphic Mod!

Try to find a sweetspot! If you go into Documents/RockstarGames there is a file called settings if I am correct. There you can change more graphic settings rather than just the menu : D

Was an OIV, but I was searching for OIV uninstaller too, if it fails. So I used the OIV Uninstaller from the Graphics Mod. Maybe this time, works, if you want my specs, is down below here:
