The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

LSPDFR download on the site is for the latest update.

And also, my internet speed is absolute garbage and I play GTA just fine.

It might take some time but eventually the update will finish and you can play.

    To add on to this, you won't be able to find a previous version of LSPDFR for the support game version you are on. Like jeff said, just wait for the update to finish downloading and then download and install LSPDFR.
