LSPDFR First Response dll crash

Getting this error on crash before it even loads all the way in.  Not sure what needs to be done, I have tried a few things I have seen on the forums, but nothing is working.  Please hel Here is the error log.

Try to restart your pc and make an exception of your antivirus of the game. If the problem persist disable also Windows Defender

made the exception, still getting the same "being used by another process" error.  I have removed all other antivirus software, and restarted prior trying again.  Here is the file.

When you are having that issue, it is usually attributed to needing a higher priority in Task Manager. To do that, follow these steps:

1. Launch GTA 5 and then tab out.
2. Open Task Manager.
3. On the GTA 5.exe, select it and right click and choose Go To Details.
4. From there, it will auto-select an exe that will probably be titled GTAV or GTA5. Right click that, and change the Priority to High.
