So, I tried to add some vehicle mods, EUP, ELS and a one other lighting mod. Only ELS and that other mod work in game, but ELS still has some issues like it does not work on some default vehicles and it removes roof lights of police cruisers. Vehicles and EUP are not even loading in to the game even if i have everything they need downloaded. I'm also sure that they are in the right folders and i use the latest patchday. I have watched multiple tutorials but i still can't get them to work

Do not use Patchday 23; it does not replace all vehicles. As for ELS removing vehicle extras, you probably do not have the right ELS xml files for each vehicle. For using ELS with vanilla cars, use this xml:
