The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Whenever I open GTA with RPH, this happens (see video link)

If i start the vanilla gta game, its fine, I can play story mode. The way im playing right now is by going into story mode, launching rph while in game, then going on duty once it loads.

It sounds like you have a solution to your issue then. RPH sometimes doesn't launch the game correctly.
