Hello, 
I downloaded some pack for police cars and when I tried to start the game and going on duty the game freezed and error pop up saying ''err_str_failure_3''. Can somebody help me with that?

This is a game error. Please reboot and restart the game.

You need to install those three things:

Gameconfig; choose 1x Traffic 1x Peds or 1.5x: https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars
Heap Limit Adjuster: https://www.gta5-mods.com/tools/heap-limit-adjuster-600-mb-of-heap

Tried downloading all these files but it didn't help.

Here's my RPH log if that helps.

RagePluginHook.log

Remove in /Plugins/LSPDFR:
Arrest Manager; AssortedCallouts; BankCallouts; ComputerPlus; LSPDFR+. Those are outdated.

 

Then, change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini to false.
