The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I've been troubleshooting with crashing issues for hours and finally got it fixed. Now I have broken police outfits, I already tried to google the issue but that stuff is from 2019 and the fix most of them linked is a file unsupported by EUP 8.0, I think the issue is EUP anyways. All my outfits are like this, if I enter the police building all the outfits are also broken there where I can choose from so I have no clue what went south. I already reinstalled EUP and it's components. It looks as though the game is failing to find outfits, but I don't know the fix for that.

    Remove the EUP dlcpack in /dlcpacks and reinstall it.

     

    Then, make sure you installed the Plugins folder that comes with EUP.

    Then, go here and install this:
