The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The ability to change callouts would be via the ini for that callout pack. Keep in mind that not all callout packs will have an ini which means you wont be able to change them.
