The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have installed a few things (ELS, LSPDFR, 2 vehicle mods (Both ELS), Rage Plugin Hook, Native trainer, Advanced HookV) I had also installed UnitedCallouts and Assorted Callouts (both of which I have uninstalled) and GTA5 Keeps crashing. It doesn't matter if I use RPH or the normal launcher. This is the crash report, if someoneCRASH #2.txt could help that would be great.

If the game won't start when running it normally (without RPH) then it's evidently not an LSPDFR or LSPDFR plugin issue. LSPDFR and LSPDFR plugins are only invoked when running the game via RAGEPluginHook.

This is why you should install mods one at a time, you can quickly see if there's any issues. In your situation, you can try renaming mods to _mods, which will disable any OpenIV changes you've made. If this fixes it, you'll have to either recreate your mods folder from scratch or figure out what inside there is causing your installation to crash.
