The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

SSD is great but the 256GB I think is a little on the low side.  You could add an internal or external SSD and then install the game on that drive.  My GTAV folder with a lot of mods and vehicles in is about 150GB.  So if the 256 is your main drive, you will run out of space quick.  You have to consider how much space your OS takes up on that drive and pictures, videos, music.  The 8 Ram I think is fine.  Don't know about the Graphics or processor.

im in your boat too trying to figure out if i should just get a new computer and use it specifically for lspdfr

my specs are much worse than yours believe me, there's a reason my vids are 30fps xD but seems to run fine. you just may have to be choosy about which plugins you use.

 

but the only thing i'd look at changing as others have mentioned is getting an additional SSD to install GTA on
