The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Major Texture Loss

Since update 2 of Natural Vision Evolved, whenever I go on duty I get major loss of texture. It was fine before update #2, I've re-verified all the game files and even went as far as to remove every single callout I have in LSPDFR and GTA V  works fine without me going on duty. I am going to try and re-install the first version of Natural Vision Evolved.

Texture loss can happen when your settings are too high, not enough memory etc. Try tweaking settings and also check if you have a lot of addon cars and things like that. Also delete natural vision, run the game with no graphics mods and see. There are other visual mods that are better like MVGA, which is less resource heavy and improves fps for me.
