Ok, I never get the option to arrest someone. When I press the button E (i get the option to frisk, or hold) never to cuff or arrest. It's also the LB button on my pc/ps3 controller but i have no idea where that is, i have tried everything.

When I aim a gun at someone, they all seem to run. It seems other people are able to make them put their hands up?
