When I go in the character menu and select a person,  it soon minimizes and when I bring it back up it just shows a endless black loading screen.

Try to set your timeout to 60000 and update ragepluginhook to 1.78

You got a scripts or ELS folder?
If so, rename them to _scripts to _ELS.

DIdn't work. It made it worse as it just crashes right when I choose my character.

Please send a new RagePluginHook.log.

The ile is LSPDFR.ini in the gta 5 main directory
