The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Since the new version of lspdfr, i started a whole new file location for it and started completely from fresh. https://gyazo.com/a976617d8a156ec7cc4613735c5ccf42 (file location) Before i even started to add mods to this version it was, at least to me, a lot more unstable and crashed somewhat regularly. I then added a few things such as ELS which worked fine and with no issues but i then attempted to add RADIANCE V version 1.8 into the mods folder (https://www.lcpdfr.com/downloads/gta5mods/datafile/9357-radiance-v/) with the bright version of the visualsettings.dat file. This caused a whole host of crashes and it got to a point where it would continuously crash, on a few rare occasions it worked but it wasn't very stable so I decided to go into the original visualsettings.dat by finding it in the non mods section and copping it over to the mods section. This still didnt fix it and the crashed kept on coming. I had enough so i decided to reinstall the entire LSPDFR again. And again even without mods it seemed to crash sometimes. That then subsided so i decided after adding ELS with no issues to add RADIANCE again, the same thing happened but after a while it worked without chaining anything. I was wondering if anyone else is these types of issues or if it was just me.

Great! now you should create a new 'mods' folder and install things like EUP packs and Visual mods and custom cars, however make sure you follow the instructions on the 'read me's carefully. I would also suggest, if you use custom vehicles, not to install the same ones you had before.

@GHOSThawK5 funny enough its happened again, i just dragged the visualsettings.dat file that came with into the specified area that was given with the radiance mod and its been crashing ever since, replaced it with the original and still fucked, looks like im going to have to replace the update folder in the mods area again and try to find a new visual mod. Its odd though as it has been working on this version of the game.
Edit: Its now working and havent changed anything, I guess it is disliking me

Do you have the Latest Radiance V? if not download it. If that's not the problem, follow these steps carefully:

1. Do what i told you to do before. 

2. In OpenIV navigate here:

Grand Theft Auto V\mods\update\update.rpf\common\data

3. Drag the visualsettings.dat file to your desktop. 

4. open the file and utilizing ctrl+f  find 'car.def' 

5. You should see these 2 lines:

car.defaultlight.day.emissive.on

car.defaultlight.night.emissive.on

6. Change the number after those lines to something such as 200.00 (decent) or 1000.00 (bright) or 2000.00 (very bright)

7. I would recommend making the .night. file a bit brighter. (maybe like 10% brighter)

8. save 

9. drag this file back to:

Grand Theft Auto V\mods\update\update.rpf\common\data

Yeah Ive got the latest, 1.8, it crashed but I reloaded the game and its now been working for 3 goes in a row, it just doesn't agree with me for some reason lol. if the crashed persist because of this then yeah i will do, thanks again
