The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So..

To start things of, The suspect encounter event is often the same dude, in the same car. I even encountered suspects when I have never lost any to pursuits. Sure, some other cops might have engaged and lost him, I'll buy that, but the fact that the same dude in the same car appears is just boring. Add more options. 

 

Regarding pursuits it'd be more interesting if supercars/motorcycles would actually speed up. I've no problem catching up in a riot even to bikes. Would also be interesting to mimic real life situations where you have a bike, that see you and try to run away but might as well pull over once you caught up to it.

For realistic speeds, you can always find a mod for that. For example:

As for that second option, that would be interesting to see. With the ability to attempt to re-pull them over. With it being randomized if they will or not.
