Pursuit suspect speed limited on highways?

While in pursuit in the city and on back roads the suspects' cars can get a ton of speed and often outrun me, on the highways though it seems their speed is limited to about 60mph. Ai cops can drive high speed on the highways fine. Is this normal? Are there any settings or mods that allow you to raise the max speed of the suspect ai during pursuits on the highways?

Sorry if this is simple, I've looked everywhere! Any help is much appreciated!

I see what you mean, and yeah some cars and trucks are slower than others, but it's like every vehicles speed is "capped" once it drives onto a highway. I can be chasing a car/truck on back roads and city streets at 90-120mph at times, and when it merges onto any highway it slows to around 60 and just cruises there. Or vise versa. If the chase gets off the highway, the suspect accelerates and top speeds almost double immediately.
