The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I did a complete reinstall and all is working now. Usually I'm able to update without using a fresh install, but one of my plugins or mods just didn't work with this update. Just an FYI if you're still having issues.

Did you try and go into the rage setting and go into game settings. Check for forced windowed mode. I had an issue where it would crash on startup then I read that checking that box it would allow the game to run. I also check borderless window too. Give that a try.

I tried everything still same issue and cant even understand that language so I can identify the problem 

and no one is replying here as well no support

You need to download the .NET Framework to the latest version (4.8), after, the .Net Framework is not compatible with your operating system (Windows 8 home), you need to switch to Windows 10
