Seven hours seems unlikely. All the skins I have released on my profile (when I still primarily did skins over car mods) took me 30 minutes to an hour at max usually.

Dude when I first started texturing vehicles, it took me a good 24 hours to make textures for 7 vehicles and they looked like shit! Texturing doesn't come easy for beginners. It takes time!

Yah but when i get real picky on my skins and think there not good and counting how many times i go in and out of the game to look at them it takes that long

Honestly.. the skins need a lot of work. They are farrrrr to busy, they have way to many things going on, whether it be the badge behind the text, to the LCPD... Promotional thing(?).. on the hood. The Image you used for the hood usually would be used for a D.A.R.E car or a promotional car, not a basic patrol car. I think it would have been more advisable to make chevrons instead of using a picture for it, because of the fact that the blacks don't match up. You didn't even spend the time on making sure that the badges were in the same positions on the doors. The massive unit numbers on the rear bumper and the LCPD across the B pillars really look out of place and don't fit in at all. While i did like what you did with the rear quarter panel, its just not enough to make the skin attractive.

Overall i would say this skin needs a lot of work. I have made skins that took 7 Hours and they didn't look like this. I think you need to do a lot more experimenting with whatever program you were using, making real life skins as practice before going and making a completely fictional skin like this.

It's hardly a joke. The first couple of skins you make take forever and most of the time look awful, but because of the sheer amount of time and effort put in to making them you feel accomplished anyway. I put hours and hours into my first skins and they looked dreadful. Only now, after months of practice, can I make top notch textures in 40 minutes or less.
