These look amazing! If i were to make a non-els pack for a fivem server i own would i have permission to use these liveries? (Credit would be fully given)

You don't need permission to use these lol. You only require permission if you would like to make changes to the liveries ;). Otherwise you can use them where and when you like (besides sell them ofcourse)

Otaku perhaps? I'm not sure. There are so many Vic bases out there these days. All I know is that it is definitely not Underwoods. It works with most of Ripple's stuff.
