Paramus, NJ inspired La Mesa Police liveries. I also edited the patch of the real-life city of La Mesa, California to omit "California", and used that on the liveries, as well as on uniforms. I included a file of just the patch for anyone who wants to add to their EUP textures. 

The vehicles used are from Allen Development's Liberty 1 Pack, available on his Discord.

They no longer allow Discord invites, I have no link to share. Some googling of Allen Development Liberty pack might get you to where you want to be.
