hmmm strange, but i am really sorry to say this, i can't help you guys anymore with this. I don't have gta IV installed and the tools. 

The model is unlocked, if there is a ped modder, please try to fix it. that would be great.

some reason the trooper hat wont work. such as when I choose the trooper the hat isn't there

I am having massive difficulty installing this and my game crashes when I go to choose the model in game. Probably installed it wrong. Any help?

Yeah, it is, the NYSP has a violet stripe on their hats
