Installation:

Use SparkIV or OpenIV to import the police.wft and the police.wtd into GTAIVpcmodelscdimagesvehicles.img.

Move the polizei_de.ini into your ELS directory and set the file value from [ POLICE ] to polizei_de in your els.ini.
