They are textures for his vest yes, if you look in the read me it will tell you which one 🙂

if your looking to do something different i got  7 variations of the emmerson vest . actually there actually would make a good swat vest two variation with mics but the mic is on the wrong side and i don't know how to fix.

Its probs due to it being 2 am, but I did not understand that message to much. 

But in response to what I think ya was saying. The vest textures only work with one vest from his pack. 

In the read me in says which file that texture it is for, so go through the vests in his download and find the one with the same name as listed in the read me.
