Is there a way I can go into the files once installed and change the lights to be all blue?

    yes, go into the ytds, edit the light textures in photoshop or whatever, and replace the red emissives with the blue one on every light texture. Then in the carcols, edit all the red color hex ids and replace them with the blue hex id. I think there is a tutorial on Youtube that shows you the process visually.
