paint.net is free and great.. there is a paid version also but I believe its the exact same except the free is released by a 3rd party company but totally legal..

Also check out paint.nets web site, they have some really good plug ins for it that add more useful stuff..

i use paint.net but this was my first texture lol, be sure to look at my new ones :0
