    You can find it in one of the two packs by Thehurk, ELS and non-ELS.

    I found the CHP pants but they're for a motorcycle cop. They have the black motorcycle boots. However I can't seem to find normal CHP pants in this pack.

    Yes there are. When you open the EUP menu, you select SAHP->long sleeve/short sleeve, and you have them.

    Do you have a link to the Harley Motorcycle you had in the second screenshot, the 2017 CHP pack everyone is linking i only see the BMW.
