Start OpenIV and click edit mode 
Go to Update, x64, Dlcpacks, Patchday3, Dlc.rpf, x64, Levels, GtaV, Vehicles.rpf. 
Locate and open Police2.ytd and Police2+hi.ytd 
Insert the file in the folder. 
Save and exit.
