It wont let me start another thread, anwyay just wondering Can anyone please tell me how to fix the problem ive got were there are just thousands of taxis? How do i fix this so there normal car volumes etc

I saw on a recent youtube clip about being able to change colours of cars. I have got an unmarked car that can, but dont no the commands?

I recently had the pontiac undercover and i cant remember what I pressed but a box appear to the bottom right corner and aloud me to control the light bar to make it slow or continuous or different realys using the keys "U,I after I pushed j,k to activate the lights" Now when I open the game today that box doesn't appear and wont let me change the light bars realys or the sirens and only uses the standard settings. So does anyone no what the command is to activate that box for the ELS? Heres my crappy diagram of were I remeber it.
