Open Spark PC MAPS Jersey Find nj_01.img in the window on the right and open it . Locate nj01_policeground.wdr and replace it with the one within the download Do the same for file nj01_policestation.wdr then save and rebuild. close the window and select nj_05.img and replace gm-19_09.wdr with the downloaded file ... save and Rebuild Hope this works for you ! :)

A long shot but have you tried deleting the SETTINGS.CFG file ..... AppData Local Rockstar Games GTA IV Settings this helped me when i had trouble with the game :)
