    2GB of RAM is barely enough to run Windows 7/8, nevermind GTA.
    That processor is also quite bad for GTA 4. I'd recommend updating to one of the latest AMD or Intel cards.
    The graphics card is quite okay, but it is certainly being bottlenecked by the processor and RAM.

    You could install your HDD into a friends computer who has access to a faster internet connection, download the game and then place your HDD back into your own PC.

    I think if you place it in the right Steam directory (don't know which one, I have a disk version) and then check the integrity of the files, Steam will replace crack files with original ones.

    Are you asking if its possible download it somewhere else and transfer it to your computer? I'm not sure what this means "Is it possible to hmm even the windows live return?"
