I reinstalled the game. Once that was done, I got an forever loop error. So I reinstalled the the marketplace and finally both worked. Thanks for the input anyways.

I have followed everything there is too. I have uninstalled LCPDFR and reinstalled it. I have reinstalled the game. I have change the folder for GTA IV from read-only and removed the read-only part. I have made sure all the files are in appropriate folder. I still cannot get it to start. None of the LCPDFR controls work. Not Alt+p nor Ctrl+p. I am so confused. I even ran the diagnose tool. I even run GTA IV as an Administrator. Does anyone else have a solution to this? I am using Windows 8 pre-installed 64-bit. The game works perfectly fine. Only LCPDFR won't work.
