You can try Bright Lights carcols, this fixed my issue which was similar to yours! Hope this helps, also save your original carcols before replacing with this modified one just incase its not the issue!

So my issue is that when i fire a gun into a car everything is working correctly besides bullet holes in the body panels. I did try changing the fxdecals back but still not bullet holes. The bullet holes show on the ground and everywhere else but on the car models. Im not shure if its only my player that this is applied to or if its AI's aswell. Any help is greatly appreciated, thanks.
