LSPDFR works with the retail game and launcher. If someone has a legitimate, legal copy which requires a different, incompatible launcher, feel free to post it as a bug (and make sure to show something that indicates that the game really was purchased, because otherwise people will assume it wasn't -- at the very least, I am not aware of any legal versions that don't use either Steam or the RGSC launcher). As for pirated versions, to my knowledge there are no plans to make it work with them, because we aren't going to go out of our way for that.

I know it's a very controversial topic and you can't really get it right. While I don't agree with pirating GTA V in general, I do understand people in countries where access to such games is not that easy (or very expensive in relation to average wages). So our decision might not be ultimate.
