Did you install any trainer? Some trainers are using different combinations with CTRL or ALT with the normal keys you are using (Like E, L or the Delete button)
If you are using Simple Native Trainer then you can disable the keys in the options menu (Opened with F3) then on the most right side there is a line with says: Disable keys ingame Enable/Disabled
Then press one times on the line with Numpad 5 and it will be disabled.
Now you should be able to press CTRL/ALT M without problems, and the ELS panel should show up.
