  1. Update — Found the issue, wanted to share for anyone else who hits this Wanted to follow up in case this helps someone else searching for "Could not hook game process. Insufficient permissions or bad anti-virus" combined with a .NET Runtime profiler-attach failure in Event Viewer. Root cause (in my case): A corrupted/incorrect ASI Loader file. When grabbing dinput8.dll from Ultimate ASI Loader's download table, I accidentally downloaded and used the d3d9.dll file instead (grabbed the wrong row in their download table) and had it in my GTA V folder. This caused a deep, consistent crash every single time — RPH's log would go completely silent (no error logged at all, or would silently stop mid–texture-init depending on launch method), and Windows Event Viewer showed: Application Error (Event ID 1000): GTA5_Enhanced.exe crashing in KERNELBASE.dll, exception code 0xe0434352 .NET Runtime (Event ID 1022): "failure initializing profiling API attach infrastructure... this process will not allow a profiler to attach" I spent hours ruling out Windows Defender, Memory Integrity, BattlEye, third-party AV, folder permissions, NVIDIA/AMD overlay software, and RGB control software (iCUE, Gigabyte Control Center, AMD Adrenalin) — none of that was the actual cause. What actually fixed it: A completely fresh install of GTA V Enhanced, then very carefully re-downloading the correct dinput8.dll (Win64) from Ultimate ASI Loader's official GitHub releases page, double-checking the exact row in their download table before clicking. Also used xinput1_4.dll (Win64) from the same source for DirectStorageFix per its readme. After that, RPH hooked in cleanly on the first try. Takeaway for anyone else hitting this exact combo of symptoms: if you're getting a generic "insufficient permissions" error with no clear cause after ruling out the usual suspects (AV, permissions, overlays), double-check every downloaded DLL is actually the file you think it is — a mismatched/wrong DLL masquerading as a system file can cause a crash that looks identical to a permissions issue. Tried both: Added RagePluginHook.exe itself as a Defender exception (separate from the folder exclusion I already had) Loaded into singleplayer normally through Steam first, waited until fully spawned in, then launched RPH separately Still got the same error: "Could not hook game process. Insufficient permissions or bad anti-virus." This time the RagePluginHook.log didn't get any new entries at all (last entry still from my previous attempt), so I checked Windows Event Viewer instead and found these, all timestamped right around the failed launch: Application Error (Event ID 1000): Faulting application name: GTA5_Enhanced.exe, version: 1.0.1013.34 Faulting module name: KERNELBASE.dll, version: 10.0.26100.8737 Exception code: 0xe0434352 Fault offset: 0x00000000000c1c0a.NET Runtime (Event ID 1022) — x2, appeared before the crash: .NET Runtime version 4.0.30319.0 - There was a failure initializing profiling API attach infrastructure. This process will not allow a profiler to attach. HRESULT: 0x80004005.That second one looks like it might be the actual root cause — seems like whatever mechanism RPH uses to attach via the .NET CLR Profiling API is failing to initialize, which would explain the generic "insufficient permissions" message. For reference, here's everything I've already ruled out: Running RPH as Administrator Windows Defender real-time protection disabled entirely (not just exclusions) Full Defender folder exclusion + separate exclusion for RagePluginHook.exe specifically Controlled Folder Access checked — RPH/GTA5_Enhanced.exe not in the blocked list Core Isolation / Memory Integrity — confirmed OFF BattlEye Service — confirmed stopped No third-party antivirus Full Control NTFS permissions on the GTA V folder Multiple restarts Both launch orders (RPH-first, and game-first-then-RPH) System: Windows 11 Pro 25H2 (build 26200.8737), GTA V Enhanced on Steam (D:\ drive), RPH v1.130.1406.17682, LSPDFR 0.4.9 Build 9572. Could this profiling API failure point to something specific — maybe another tool on my system trying to hook into the same process (overlay software, etc.)? Happy to check for anything specific if you have a guess.

Getting "Could not hook game process. Insufficient permissions or bad anti-virus." every launch attempt. RagePluginHook.log always stops abruptly at "Initializing texture system; phase 14" with no further entries and no error before the popup appears. Already ruled out: Running RPH as Administrator Windows Defender real-time protection disabled (fully, not just exclusions) Windows Defender folder exclusion added for full GTA V directory Controlled Folder Access checked (RPH/GTA5_Enhanced.exe not in blocked list) Core Isolation / Memory Integrity — confirmed OFF BattlEye Service — confirmed stopped No third-party antivirus installed Full Control permissions granted on GTA V folder (Properties → Security) PC restarted multiple times System: Windows 11 Pro 25H2 (build 26200.8737), game installed on D:\ drive (D:\Grand Theft Auto V Enhanced).
