    Hi,
    Maybe I can help you. I had the same problem.
    Normally, you keep your modded update.RPF file and update the gameconfig inside it.
    After I completely deleted the old update.rpf from the mods folder, replaced it with the one from the “original GTA,” and replaced the modded gameconfig there, it worked again. I have no idea what exactly caused the issue—maybe something else was changed in the update.rpf.
    First, rename your mods folder to _mods and see if the game starts that way.
