If you installed multiple addon cars you should make sure you have the gameconfig installed properly (it should not say encrypted next to the file in openiv, and make sure its installed in `Grand Theft Auto V\mods\update\update.rpf\common\data\`)
2. If you made custom liveries you can always extract them before restarting the mods folder
3. In the future only install one thing at a time and this ensures you know exactly what is causing the issue and you won't have to restart the mods folder completely if you start crashing.

This error usually comes from an issue in the vehicles.meta (in this case related to POLICET) not the actual vehicle files

rename your mods folder to `_mods` and create a new empty mods folder
Reinstall just EUP law and order, and go in game and see if the outfits are working in the EUP menu

LSPDFR plugins should be installed in the `GTA\Plugins\LSPDFR` folder as their instructions clearly state
They will not show up in RPH but they will be activated when you go on duty in LSPDFR.
Due to the absolute state of your plugins folder I would recommend pretty much starting again
1. Delete your plugins folder
2. Reinstall LSPDFR/RPH https://bit.ly/3A9CIhX
DOWNLOAD THE "MANUAL INSTALL" VERSION, copy and paste EVERYTHING in the zip except for the licenses and lspdfr folders (you can ignore them) into your main GTA directory.
3. Reinstall the lspdfr plugins one at a time being careful to follow the instructions they come with

Remove the plugins in RED.
Update the plugins in YELLOW.
Delete the files in purple (they are installed in the wrong place).
2. Reinstall Ultimate Backup you are missing files
3. Remove any compulite files you have in `Grand Theft Auto V\Plugins` that is not where they belong
4. More radio Chatter is missing some files reinstall.

If you do not have a scripts folder or its still not working, remove all scriptHookVDotNet files from your main game folder.
if still not working Please upload your Asiloader.log and ELS.log (they can be found in your main GTA directory)

Are you able to load up RagePluginHook in game? or are you getting the permissions/bad antivirus error?
2. The plugin you linked to pretty clearly states where it needs to be installed ↓↓↓
on the download page - installing any where else for sure won't work. What exactly do you mean "failed to load"?

Do you have a scripts folder?
If you do rename your scripts folder to `_scripts` and try again (remember to launch the game before RPH).
If still not working try remove all ScriptHookVDotNet files from your main game folder.

Mrsuperx13's post in LSPDFR CRASHING ON LOAD SCREEN was marked as the answerif renaming your mods folder stopped your problem that means unfortunately something in your mods folder is causing your issue.
Either a mod you installed or a file you edited. If you can remember what you installed or edited most recently then you can try and remove it or restore the vanilla version.
Otherwise I'm afraid you're gonna have to restart your mods folder, as it is impossible for us to diagnose what's actually causing the issue.
