So I researched this question I had and a lot of people have asked it, but no one gives a definitive answer on how to solve it. It seems that LSPDFR is finicky with the way plugins work. Unfortunately for me some developers do not give clear and concise instructions, even in their readme files. It's been a while since I used LSPDFR, but overall I think it is one of the best policing simulators out there. With that said, this isn't the first mod that didn't load. The other mod I tried was AttemptedCrimeCallouts... and I loaded those into the same folders as below and none of them worked. Am I missing something? 'Cause between failing to load the plugins, LSPDFR also fails to start more often than not giving me an insufficient permissions/ bad antivirus... warning; or sometimes it just fails to load due to insufficient memory? Which I don't understand because I have 128 gigs of RAM on this machine.

 

What I Did (Attempt 1):

I placed the FelonyStop plugin files into the Grand Theft Auto V > Plugins > LSPDFR folder and it failed to load

1. You have described multiple issues so just need to be clear what issue you are trying to tackle right now...
Are you able to load up RagePluginHook in game? or are you getting the permissions/bad antivirus error?

2. The plugin you linked to pretty clearly states where it needs to be installed ↓↓↓

on the download page - installing any where else for sure won't work. What exactly do you mean "failed to load"?
