Create an exception in Windows Security or in your antivirus for the Grand Theft Auto V folder and for RAGEPluginHook.exe, which is also located in the main folder.
Make sure you have the latest versions of the following: .NET Framework 4.8.1, Microsoft Visual C++ Redistributable, and DirectX End-User Runtime. Also check that Windows and your graphics card drivers are fully updated.
Make sure the Grand Theft Auto V folder has all permissions enabled (Properties > Security).
You can open Command Prompt CMD by selecting “Run as Administrator” and type the following command: winget upgrade --all (This command updates all applications on your computer that have available updates)

Try deleting the Rockstar Games folder from Documents, then see if it works.
