Officially formed in 2013, Cal OES (California Governor’s Office of Emergency Services) is the state agency responsible for coordinating disaster response, emergency management, and mutual aid across California. Through its Fire & Rescue Division, Cal OES deploys a fleet of specialized emergency vehicles, including Type I, Type III, and Type VI engines, water tenders, hazardous materials response units, and swiftwater and urban search & rescue vehicles. Staffed by local firefighters, these apparatuses allow departments to contribute to statewide mutual aid efforts without depleting their own resources, ensuring communities remain protected even during large-scale emergencies. California's standardized mutual aid system is one of the most extensive in the nation, enabling rapid deployment of resources wherever they are needed most in response to the state’s ever-present threats of wildfires, floods, and other disasters. Cal OES Type VI engines are lightweight, highly mobile wildland fire engines designed for rapid response to wildfires, particularly in difficult terrain. Cal OES Type III engines provide increased water capacity and pump performance compared to lighter units, and with their high clearance they are able to access areas where other large Type I or Type II fire engines cannot. These engines play a key role in initial attack operations, working to contain fires before they can spread and escalate into major incidents. They also provide essential support during extended wildfire operations and reinforce mutual aid efforts in high-risk areas. The Cal OES and San OES textures included in this pack represent both realistic and lore friendly departments, for a total of 14 skins. This pack will be expanded upon in the future to contain other vehicles from Cal OES Fire & Rescue Division. UCLA Health is the first medical system in the Western US to offer a Mobile Stroke Unit (MSU). Staffed by a Stroke Neurologist, Critical Care Transport Nurse, CT Technician, and Paramedic, this unit responds to 911 calls to deliver lifesaving thrombolytics in the case of an ischemic stroke. This has greatly helped patients during the "golden hour" of stroke care, and has been proven to double the odds of excellent clinical outcome without increased risk compared with later treatment. These mobile stroke units have the capability to respond throughout their respective service areas, bringing the powerful diagnostic capability of a CT scanner to the patient. These MSU's are often dispatched alongside other Fire & EMS units to assist with other aspects of the call. The Stroke Neurologist Response Units (NRU), while fictional in this case, have the ability to supplement the response area of the MSUs by providing greater coverage throughout San Andreas where access to specialized neurologists may be limited. Zancudo Air Force Base Fire Department is a specialized federal fire agency tasked with providing emergency services to Fort Zancudo, its airfield operations, and surrounding federal installations. With responsibilities ranging from structural and aircraft fire suppression to technical rescue and hazardous materials response, Zancudo AFB Fire plays a critical role in protecting military personnel, infrastructure, and adjacent communities in western Blaine County. Zancudo AFB Fire is staffed by DoD-trained firefighters experienced in handling high-risk incidents involving aircraft, fuel depots, munitions, and large-scale structural fires. Personnel are experienced in Aircraft Rescue and Firefighting (ARFF), structural and wildland fire suppression, hazmat response, confined space rescue, Urban Search & Rescue (USAR), and vehicle extrication. The department maintains constant response readiness posture and regularly drills for mass casualty incidents, flightline emergencies, and base evacuations. In addition to base operations, Zancudo AFB Fire provides mutual aid support to local fire agencies throughout Blaine and Los Santos Counties. Their close working relationships with Los Santos County Fire Department, Blaine County Fire, and other San Andreas State Fire agencies ensure rapid coordination in regional disasters, such as commercial aircraft crashes, wildfire prevention, or large-scale motor vehicle incidents on Route 1 or Route 68. As a federal department, they also remain ready to assist any other USAF or DoD installations. The department operates a fleet consistent with military fire service standards, including multiple ARFF units, structural engines, a USAR unit, a OES Type 6 Engine, an ALS ambulance, and command vehicles. This pack also includes an Explosive Ordnance Disposal (EOD) unit, which are often called upon as explosives experts throughout their local areas. Senora National Park Fire Department is a dedicated fire and rescue unit responsible for protecting the diverse landscapes of Senora National Park and Raton Canyon National Recreation Area. Tasked with both wildland and structural fire suppression, as well as technical rescue operations, Senora NP Fire plays a crucial role in safeguarding visitors, park resources, and surrounding communities from fire and emergency incidents. Senora NP Fire is staffed by firefighters trained in fire suppression, confined space rescue, high-angle rope rescue, swiftwater rescue, and vehicle extrication. The department responds to many different types of calls in both developed (frontcountry) and remote (backcountry) areas of the park. In addition to emergency response, Senora NP Fire also conducts fire prevention, fuels management, and public safety education to reduce fire risks in one of San Andreas' most fire-prone regions. As another facet of emergency response, Senora NP staffs several ambulances equipped for an all hazards response. NPS Rangers who receive specialized medical training (also known as Parkmedics) have a scope of practice similar to an Advanced EMT, allowing them to provide advanced prehospital care in remote settings. These Parkmedics ensure that injured visitors receive rapid assessment and stabilization even in the most inaccessible parts of the park. They staff ambulances and trail rescue UTVs and are equipped for backcountry medical response, prolonged field care, and high-angle or technical rescues alongside Senora NP SAR. These rangers and firefighters work closely with neighboring agencies through mutual aid agreements, whether dangling under a SAHP helicopter for the rescue of an injured climber on Mount Chiliad, or fighting raging wildfires in Vinewood National Forest. The vehicles and equipment of Senora NP Fire align with National Park Service Fire and Rescue standards, drawing from both wildland and structural fire agencies. This includes Type 3 and Type 6 wildland engines, Type 1 structural engines, Type 1 ambulances, utility vehicles, watercraft, and UTV-based quick attack units for remote responses. With a diverse fleet suited for the park’s varied terrain, their vehicles take inspiration from multiple NPS fire and rescue programs. Senora National Park Search & Rescue (SNSAR) is a highly skilled unit dedicated to ensuring the safety of visitors in the vast and challenging terrain of Senora National Park and Raton Canyon National Recreation Area. Inspired by real-world teams like the Joshua Tree National Park Search & Rescue (JOSAR), SNSAR specializes in wilderness rescues, including operations in remote desert areas, rugged mountains, and the expansive trail network throughout the area managed by the National Park Service. SNSAR is staffed by a mix of NPS climbing rangers and volunteers. As a team certified by the Mountain Rescue Association (MRA), all field members receive extensive training in high-angle rope rescue, wilderness medicine, avalanche rescue, backcountry navigation, and other essential disciplines. Their responsibilities include locating lost hikers, responding to climbing accidents, and assisting in emergencies related to extreme weather conditions. SNSAR is also prepared to assist the neighboring search and rescue teams of Los Santos County and Blaine County in prolonged or specialized SAR operations. The many vehicles of SNSAR are loosely based on the design of JOSAR vehicles, but also incorporates other aspects seen on various other NPS Search & Rescue vehicles throughout the national parks. One detail taken from JOSAR is the labeling of doors where equipment is stored, which matches the vehicle models for those with opening doors.
