I had that before too when I installed ELS 7. Use visual setting from ELS 6, don't do anything with timecyc, use the original ones (vanilla). See what happens.

Great so it's something to do with ELS 7. Check ELS.asi file size, should be 391KB. If no, download it again. If yes, copy "ELS.asi" , "ELS.ini" and the folder "ELS". Go to your GTA IV game directory (where GTAIV.exe is), right click and paste, then try again and see what happens.

Yes but that isn't the problem because if script hook was able to find ELS.asi and loaded it but AGE319 didn't but in that folder in, it will tell you in the script hook log that it couldn't load dafault_config.

Well you can try using an older version of ELS. If that didn't work too then it much be something with your script hook. See what happens first.

That's weird. Well it's either something wrong with your script hook not loading ELS.asi, or something wrong with your ELS.asi...that's my conclusion...

There's the problem! Script Hook did not load your ELS. You are missing a file?! EDIT: Where did you put your ELS.asi file?

Mind posting your 'ScriptHook.txt' file too? EDIT: I mean the log of that file.

I would say use the way Chamimnya suggested because there is no handling line for nstockade. You have to change something on vehicles.ide file then add a new line for nstockade on handling file.

My guess is you are talking about something like this?
