Not an expert, but I think that's more an issue with the Rage Plugin Hook rather than LSPDFR as LSPDFR doesn't come with a console by default, RPH does. I would check if you have any scripts that conflict with the command console, likely suspects are trainer menus, as they sometimes run commands that cause issues with plugins or outright cause crashes to the game itself. I can't provide anything more detailed than that, I don't have the Steam version, I'm running the one straight from Rockstar's store off their website, so I'm using the Rockstar launcher, and not the Steam one, and mine works fine. If it's not scripts, check your Steam settings, see if there are any settings that might interfere with loading mods.
