Hello, I've also encountered this issue recently. (If your graphics card brand is also NVIDIA, you can give this a try.) I downgraded my graphics card driver to version 566.36, restarted my computer, and the problem was successfully resolved.

I used the Car Generator in CodeWalker to place many parked police cars at my police station with a parking lot. When I entered the game, I noticed that when I was slightly away from the parking lot, it appeared empty. The police cars I placed would only spawn when I got very close to the parking lot and rotated the camera. This is quite strange. Is there a way to make the police cars placed by the Car Generator spawn from a greater distance instead of only when being extremely close?
