I also had this same exact problem with only the taillights flashing and the other stuff you mentioned. I ended up giving up on ELS and just using non-ELS vehicles because I couldn't get a fix. Let me know if you end up finding a solution.

I just installed PEV : DTAR and my game has started crashing once I startup story mode through the RAGE Plugin. I have LSPDFR installed and a lot of other plugins as well however I don't think that's what's causing the crash. I'm not even sure if LSPDFR is compatible with PEV : DTAR so tell me if it's just plain not compatible in the first place. I have installed some OPEN IV mods in a dedicated mod folder such as EUP, Deadly Weapons (I think that goes through OPEN IV?), Improved AI Accuracy, Radiance V, and Lenco BearCat Riot Truck. I saw that there is something about altered vehicle.meta files not being compatible with PEV : DTAR however all of those mods including the BearCat have been installed prior to the PEV : DTAR download so would PEV : DTAR not just overwrite them and therefore not cause any problems? Before downloading PEV : DTAR I did back up my mods folder so if necessary I can just revert back to my original setup but I was hoping to get PEV : DTAR working. I should also note that I have RAGE set to not load any plugins on startup so that also shouldn't really conflict with PEV : DTAR and I think I have all the correct game configs and heap adjuster type stuff downloaded correctly.
