    GTA 4 should not be effecting your power supply unit... over heating (GPU most likely) could be the primary issue for system failure. If your computer is working perfectly fine, other than running GTA 4, then it's most likely your GPU isn't up to par for GTA 4 and possibly your memory modules as well. That being said; if you did replace your GPU recently, then there could be a possibility of PSU issues... not having enough/correct wattage on supporting your new GPU and other PC internals.
