    im not sure if its a fix but i have the same problem but i did notice that it happened after i installed alot of eup character mods so try reinstaling eup L&O

    i think ive found a fix go into Grand Theft Auto V\mods\update\x64\dlcpacks\eup\dlc.rpf\x64 in openiv  and check if u can open scripts_txds.rpf if u cant u will have to either reinstall EUP L&O or 
    manually installing the script_txds.rpf
    not sure if its true but the script_txds.rpf is the whole ui/menu folder for eup
    also edit for me 
    i have to reinstall the whole eup becausae none of the characters work
    plus paid eup is useless almost no character mods so like yea
