Reinstall RagePluginHook (from their discord which is on their website) and LSPDFR. You can also verify your game files. If still not functioning try and reinstalling GTAV. Not sure if this is the case but the auto-installer is pretty bad when I used it , my game kept crashing or not loading so that could also be the problem

Try to reinstall LSPDFR (with the manual install rather than the automatic) or delete your traffic policer plugin and try again as it is outdated. You are better off using Stop The Ped which is here: Stop The Ped (v4.9.5.2) (Not mine and use an ad blocker to block false advertisements.
