Let's just say, I have my pretty cool Sheriff's Office station. And there are holding cells, which are empty. Is there an option which could allow me to spawn some NPCs in those cells, and keep them there forever, which means they'll be there everytime I go on game?

So, as the title says, is there any option to disable that or eventually disable/change whole reactions for damage? Because as I watch some bodycam footages, most people after being tased stay quiet or quietly scream/moan from pain, not blblblblblbbl GTA sound which is not really immersive [EDIT] Also, is there any option or mod to make taser reaction more realistic? In real life ppl after being tased don't get seizure for 3 seconds, but are just paralyzed for a long time, so I'd like to make peds just lay on ground not moving, instead of getting seizure
